MINUTES

CITY COUNCIL
SEPTEMBER 20, 2010
REDEVELOP- The City Administrator reported that Mike Crary, owner of Quicksilver,
MENT contacted him about the possibility of redeveloping the property at the
OPPORTUNTIES corner of Little Canada Road and Country Drive. The office building
across from Quicksilver is in foreclosure. Mr. Crary is considering
purchasing this property, aild indicated that it could be combined with his
property into a redevelopment concept. The Administrator noted that the
Gordies' site could be a part of this redevelopment concept as well. "I'he
Administrator reported that he informed Mr. Crary that the City may have
other sites that would accommodate them in a redevelopment process.
The City Administrator reviewed a Tax Increment run that he put Together,
and based on his initial estimates indicated that aredevelopment project
has promise. The Administrator noted that this is a key corner in the City
and felt this opportunity merited exploration. He also reported that he
contacted Jim Tolaas of the County relative to the possibility of relocating
Country Drive further to the west away from the freeway. That would be
an expensive and difficult endeavor, but, again, worth exploring to
improve the functioning of the 35E/Little Canada Road interchange.
Blesener suggested that Mr. Crary he informed that the City is willing to
work with him on the redevelopment concept, but that Mr. Crary would
have to put his money into the project. The Adminish~ator stated that Mr.
Crary is not asking the City to purchase the foreclosed property, but
asking if there is the possibility of TIF assistance and other potential
incentive programs. The Administrator also felt that the relocation of
Country Drive may have a chance at Federal assistance.
There was discussion of incorporating the Porterhouse property into the
redevelopment. The Administrator indicated that it would not be
necessary to incorporate that property, but indicated that the site has some
parking problems. Redevelopment of the adjacent parcels may help to
resolve that issue.
The Council discussed the potential redevelopment of this area with it
being noted that this might be a good location for a hotel. The
Administrator also pointed out that this would be a good use of'fIF dollars
and indicated that the redevelopment of this area would likely not occur
without such assistance.
1t was the consensus of the Council that the City Administrator should
spend some time with Mr. Crary to explore a redevelopment concept for
this area.
2
