The proposal was to allow for gates to be left untreated, that is, without screening <br /> materials applied to the gate. The applicants had requested this accommodation based <br /> on concerns over crime prevention, including numerous reports of theft relying on <br /> impaired visibility into the storage area. <br /> In this particular case, staff found that the applicants did not need any variance, as the <br /> material immediately behind the gate was sales and display area. Nonetheless, the <br /> Council directed staff to prepare a proposed amendment that would exempt gates from <br /> this screening requirement. <br /> In addition to the visibility issue for crime prevention, this amendment would be easier to <br /> enforce, as gate screening can be difficult in some settings. As such, planning staff is <br /> proposing the following amendment language, included in the general provisions as <br /> Section 903.020.0.6. (General Provisions for Outdoor Storage); Section 914.040.G (I- <br /> 1, Light Industrial District Outdoor Storage CUP Provisions); and Section 918.040.A.3 (I- <br /> P, Industrial Park District Outdoor Storage CUP Provisions): <br /> <br />
