R. Hanson
www. ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Blesener ~c Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: October 8, 2010
RE: Wildlife Feeding Restrictions
Attached is the 1•evised ordinance placing restrictions on the feeding of wildlife. Essentially, the
ordinance has been revised by eliminating any "allowed quantity" for wildlife feeding. However, bird
feeders are still exempted at the one cubic foot quantity limitation. I did modify that section to include
food spilled on the ground in an attempt to clarify the quantity limitation and to prevent a creative
person from circumventing the intent. Lastly, we are adding an enforcement section dealing with
violations and penalties. This is being prepared by the City Attorney.
Staff has received some inquiries on this ordinance. One letter is attached for your review. I also had
another call that I believe was resolved when I explained the bird feeding exemption. Finally, I have
had what appears to be a data practices request that involves this topic (copy attached). Based on upon
the inquiries 1 have had, there will likely be some concerned citizens present at Wednesday's meeting to
discuss this proposed ordinance and our deer hunting program.
Also attached to this memo is some background info on issues involved in the feeding of wildlife that
you may want to review.
1
