SCHIFSKY FOR <br /> THE 2010 MILL & OVERLAY IMPROVEMENTS AS <br /> RECOMMENDED BY THE CITY ENGINEER; <br /> *,4 UTHORIZE THE PURCHASE OF A SNOW PLOW FOR THE <br /> TOOLCAT AS RECOMMENDED BY THE PUBLIC WORKS <br /> SUPERINTENDENT <br /> The foregoing resolution was duly seconded by Boss. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> RESTRICTING The City Administrator presented a proposed ordinance which would <br /> THE FEEDING resh~ict the feeding of wildlife noting that the Council has been discussing <br /> OF WILllLIFE this issue since July. "I'he ordinance is a piece of the City's overall animal <br /> control program noting that other cities have used this same approach. <br /> The Administrator pointed out that the feeding of wildlife through <br /> unnatural means causes problems for both wildlife and the general public. <br /> The Administrator reviewed the proposed changes to the ordinance since <br /> the Council's last review, pointing out that the City Attorney added a <br /> penalty clause, wording has been modified relative to defining the acts that <br /> would be considered as the feeding of wildlife, as well as clarifying that <br /> volume of food used in bird feeders would include any food material that <br /> has dropped on the ground from the feeder. The City Administrator <br /> indicated that the goal in adopting this ordinance is not to prohibit the <br /> feeding of song birds, but rather eliminate situations where people have <br /> feeding troughs, etc. for the feeding of animals. <br /> Blesener referred to the information provided relative to the effects of <br /> feeding wildlife, and noted that some of the reasons not to do so include: <br /> 1. When young wild animals are taught to depend on a human- <br /> provided food source, they may not fully develop essential <br /> foraging skills. <br /> 2 <br /> <br />
