The food humans usually feed to wild animals is not nutritionally <br /> complete, and it can cause serious health problems for the animals, <br /> especially when they are young and still developing. <br /> 4. A constant, human-provided food source may attract many more <br /> wild animals to the area than would normally be found there. <br /> 5. Reproduction rates may also be affected when an artificial food <br /> source is readily available. <br /> 6. It is common to receive phone calls from people expressing <br /> concern whose neighbors have been feeding wild animals. <br /> Rockne Waite, 2651 Lakeshore Avenue, asked if there would be a height <br /> minimum placed ou bird feeders. 'The Administrator indicated that there is <br /> no minimum or maximum height requirement in the proposed ordinance <br /> for bird feeders. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-10-235 - AN ORDINANCE AMENDING <br /> CHAPTER 1100. OF THE LITTLE CANADA CITY CODE, KNOWN <br /> AS THE MDNICIPAL CODE, ENACTING RESTRICTIONS ON THE <br /> FEEDING OF WILDLIFE AS PRESENTED BY THE CITY <br /> ADMINISTRATOR <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> 2010 TRAIL The City Administrator reviewed the City Engineer's report dated March <br /> & PARK 13, 2010 relative to bid results for the 2010 Trail & Park Improvements <br /> IMPROVEMENTS Project. Four bids were received with the low bid from FPI Paving in the <br /> amount of $156,593.50 and the other three bids ranging from $202,494.95 <br /> to $206,441.00. The City Engineer's estimate for this project was <br /> $98,700. The Administrator indicated that to reject the bids and rebid the <br /> project would likely result in the City paying more for the work given the <br /> current bid range. Therefore, if the Council feels that the improvements <br /> are necessary, it would be his recommendation to award the low bid at this <br /> time. The Administrator also pointed out that staff has reviewed the scope <br /> of work and has identified some park improvement items that could be <br /> done by City other means, thus reducing that portion of the cost by <br /> approximately $5,000 to $7,000. He also reported that the specs that were <br /> bid for radii improvement at trail intersections appear to be more than <br /> what is necessary. Therefore, adjusting the radii could result in a decrease <br /> 3 <br /> <br />
