MINUTES

CITY COUNCIL

OCTOBER 13, 2010
#I55 TO PROPERTY TAXES AS RECOMMENDED BY THE CITY
ADMINISTRATOR
The foregoing resolution was duly seconded by McGraw.
Ayes (5).
Nays (0). Kesohrtion declared adopted.
SAVAGE Rockne Waite appeared before the Council to discuss his concerns relative
LAKE to Savage Lake. Waite indicated that Gopher Electronics is required to
install a sediment pond to treat flow from their parking lot into Savage
Lake. Waite indicated that this has been discussed for the past 2 % years,
and there is still to sediment pond in place. Waite reported that Gopher
Electronics was to be working with the Watershed on this project, and in
contacting Cliff Aichinger of the Watershed, he has gotten no response to
his inquiry. Waite reported that there is a spring in this area and he has
been told that it is possible to block a spring with sediment deposit. This
may be what has happened relative to the water level of West Savage
bake.
Waite also reported that it appears there is sediment coming into Savage
Lake from the highway at the northeast and southeast points of the lake.
Waite indicated that he discussed this with the Public Works
Superintendent who was going to discuss the issue with MN DO"t. Waite
reported that he has requested the Superintendent obtain a letter from MN
DOT, but he has not received one. Waite indicated that the culverts
coming into the lake from the highway are filled with sand.
Waite again expressed concern about sediment coming from the Gopher
Electronics property and Highway 35E, and asked for some follow-up on
these issues. Waite stated that he wanted to protect the lake. He also
noted the recent efforts in controlling lily pads and the fact that property
owners on the lake want to use it.
'The City Administrator reported that he has discussed the re-establishment
of a sediment pond on the Gopher Electronics property with the property
owner. They were going to work with the Watershed on this issue, and the
Watershed may be willing to share in the cost. The Administrator
indicated that he would follow up to determine where this issue is at.
With regard to MN DOT, the Administrator indicated that his recollection
is that there was not a significant amount of sediment in the lake culverts.
MN DOT did not feel sediment removal is warranted and to remove it
may cause more damage to the area. MN DOT has also repeatedly
assured City staff that the culverts do not flow into West Savage. The
9
