<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> OCTOBER 19, 2010 <br /> It was noted that there is no one present from the general public wishing to <br /> comment on this matter. It was also noted that the City has received no objections <br /> to the assessment. The City Administrator noted that Terrace Heights Mobile <br /> IIome Park is the only property impacted by this assessment, acid the owners of <br /> the Park have signed a Waiver of Right to Appeal Special Assessment. <br /> Upon motion by Keis, seconded by Montour, the public hearing was closed. <br /> Mr. Keis introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2070-70-246-ADOPTING THE ASSESSMENT FOR <br /> IMPROVEMENT NO. 2070-75, COUNTYROAD B-2 (FROM PARK TO <br /> RICE) BY WATER MAIN IMPROVEMENT, AND IMPROVEMENT NO. <br /> 2010-76, PARK STREET (FROM COUNTYROAD B-2 TO VACATED <br /> TRANSIT) BY WATER MAINAND ROAD RECONSTRUCTIONAS <br /> PRESENTED BY THE CITY ENGINEER <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (3). <br /> Nays (0). Resolution declared adopted. <br /> IMP. NO. Mayor Blesener opened the Public I-Tearing to consider the adoption of the <br /> 2010-14 assessment roll for the Northeast Utility Connection (fi~om Kohlman/Beam <br /> NORTHEAST Avenue Area to the Gervais Woods Development) by installation of <br /> UTILITY sanitary sewer line. <br /> CONNECTION <br /> The City 1ngineer reported that the estimated construction costs are <br /> $275,965.74, and of that amount $2 ] 2,666.90 is assessable. <br /> The Engineer then reviewed assessment payment options noting that property <br /> owners can pay their assessment in full or part to the City within 30 days of <br /> adoption of the assessment (through November 18, 2010) with no interest. After <br /> that 30-day period, the unpaid assessment balance will be certified to Ramsey <br /> County and spread for collection with property taxes fora 10 year period at 5% <br /> interest. '1 he Engineer noted that once au assessment balance is certified to the <br /> County, the property owner can pay it in full during the l0-year period. However, <br /> that payment should be paid by November 15°i of any given year in order to avoid <br /> the next years interest being added to the pay-off amount. Property owners on a <br /> fixed income can request an assessment deferral provided that income guidelines <br /> are met. Assessments for undeveloped portions of lots can be deferred until <br /> developed. However, deferred assessments do accrue interest. <br /> 2 <br /> <br />
