Property owners on a <br /> fxed income can request an assessment deferral provided that income guidelines <br /> are met. Assessments for undeveloped portions of lots can be deferred until <br /> developed. however, deferred assessments do accrue interest. The City <br /> Administrator pointed out that the first year's interest on an assessment will <br /> include interest for the balance of 2010 as well as the full year for 2011 <br /> (essentially an extra 73 days). <br /> One property owner asked why the City proceeded with this projecC given the <br /> current economic climate. The City Engineer reported that the streets were in <br /> need of a mill and overlay. Without that improvement, street conditions would <br /> deteriorate to the extent that full reconstruction would be required. The mill and <br /> overlay was a means of protecting both the City's acid property owners' <br /> investments. The Engineer also pointed out that given the economy, contractors <br /> are slow, therefore, very competitive in their bidding. The City Administrator <br /> pointed out that the cost of a mill and overlay project is assessed at 50% with the <br /> general taxpayers picking up the other 50%. Therefore, the competitive bids <br /> received results in a savings to both the properly owners and all taxpayers. The <br /> Administrator also pointed out that during the neighborhood meeting process at <br /> which this project was proposed, there was consensus of the neighborhood to <br /> move forward with the project. <br /> There was no one else present wishing to comment on this assessment. It was <br /> also noted that the City has received no formal written objections to the <br /> assessment. <br /> Upon motion by Keis, seconded by Boss, the public hearing was closed. <br /> Ms. Boss introduced the following resolution and moved its adoption: <br /> RESOL UTION NO. 2010-10-251- ADOPTING THE ASSESSMENT FOR <br /> IMPROVEMENT NO. 2010-OS & 09, ALLENAVENUEAND VALENTO <br /> LANE, AS PRESENTED BY THE CITY ENGINEER <br /> The foregoing resolution was duly seconded by Keis. <br /> Ayes (3). <br /> Nays (0). Blesener opened the public hearing to consider adoption of the assessment roll <br /> 2010-11 for Sylvan Street (north of County Road C) by mill and overlay of bituminous <br /> SYLVAN street surface as well as concrete curb and gutter repair and/or replacement. <br /> STREET <br /> The City Engineer reviewed project costs noting that they were below estimate at <br /> $84,831.56 with the amount to be assessed at $41,480.66.
