Property owners on a fixed income can request an assessment deferral provided that income guidelines are met. Assessments for undeveloped portions of lots can be deferred until developed. I-Iowever, deferred assessments do accrue interest. The City Administrator pointed out that the first year's interest on an assessment will include interest for the balance of 2010 as well as the full year for 201 I (essentially an exh~a 73 days). There was no one present wishing to comment on this assessment. It was also noted that the City has received no formal written objections to the assessment. Upon motion by Keis, seconded by Boss, the public hearing was closed. Mr. Keis introduced the following resolution and moved its adoption: RESOL UTION NO. 2010-10-250 -ADOPTING THE ASSESSMENT FOR IMPROVEMENT NO. 2010-06, SCHLETTY DRIVE, AS PRESENTED BY THE CITY ENGINEER The foregoing resolution was duly seconded by Boss. Ayes (3). Nays (0). Resolution declared adopted. IMP. NOS. Blesener opened the Public Hearing to consider adoption of the assessment roll 2010-08 & 09 for the improvement of Allen Avenue (from Payne Avenue to Greenbrier ALLEN AVE. Street) acid Valento Lane (north of Allen Avenue) by mill and overlay of & bituminous street surface as well as concrete curb and gutter repair and/or VALENTO replacement. LANE "the City Engineer reviewed the project costs noting that they are down slightly from the estimate at $99,749.77. Of that amowit, $30,127.4(1 is proposed to be assessed. The City Enguieer noted that the Allen Avenue portion of the project is somewhat unique as most of the lots along Allen Avenue are corner lots, thus will receive side yard assessments. 'I"he Engineer then reviewed assessment payment options noting that property owners can pay their assessment in full or part to the City within 30 days of adoption of the assessment (through November 18, 2010) with no interest. After that 30-day period, the unpaid assessment balance will be certified to Ramsey County and spread for collection with property taxes fora 10 year period at 5% interest. The Engineer noted that once an assessment balance is certified to the County, the property owner can pay it in full during the 10-year period.
