<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> OCTOBER 27, 2010 <br /> <br /> 2011 The City Administrator reviewed the City Engineer's report dated October <br /> IMPROVEMENTS 21, 2010 recommending that neighborhood meetings be called for the <br /> -CALL potential improvement of the following projects in 2011: <br /> NEIGHBORHOOD Jessica Court -Mill & Overlay <br /> MEETINGS Aspen Circle -Mill & Overlay <br /> Payne Avenue -Pull Depth Mi11 & Overlay <br /> Ontario Road (Cty Rd D so. to end) -Full Depth Mill & Overlay <br /> Dianna Lane -Full Reconstruction <br /> The Administrator indicated that purpose of the neighborhood meetings is <br /> to bring the property owners in to discuss the potential projects. If there is <br /> support for the projects, they would then move forward to an improvement <br /> hearing. <br /> Blesencr asked when Payne Avenue was last improved. "the City <br /> Administrator reported that Payne Avenue was last improved in 1990. At <br /> that time fabric was installed to protect the base. Also at that time, the <br /> cost was shared on a 50/50 basis between the City and property owners <br /> given that the street failed prematurely. Keis noted that this will be the <br /> third time in 30 years that Payne Avenue is being improved. <br /> Mr. McGraw introduced the following resolution and moved its adoption: <br /> RESOLUTIONNO. 2010-10-270 -AUTHORIZING CITYSTAFF TO <br /> HOLD NEIGHBORHOOD MEETINGS ON POTENTIAL 2011 <br /> IMPROVEMENTS AS OUTLINED IN THE CITY ENGINEER'S <br /> REPORT DATED OCTOBER 21, 2010 <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> AMEND The City Administrator reviewed his report dated October 22, 2010 <br /> NUISANCE relative to the City's need to update its Nuisance Codc to provide for an <br /> ORDINANCE expedited abatement process, to define natural plantings, as well as update <br /> a few other provisions. The Administrator indicated that in reviewing the <br /> current ordinance with the Code Enforcement Officer as well as reviewing <br /> other cities' nuisance ordinances as well as the League of MN Cities' <br /> model nuisance ordinance, it was their consensus that the City of <br /> Minnetonka has a very good code which could be modified to fit Little <br /> Canada's needs. <br /> The City Administrator also reported that the Parlcs & Kecreation <br /> Commission is proposing that the City adopt a graffiti ordinance.
