MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 2010 <br />The Administrator indicated that Reidmond was not proposed for <br />improvement in 2011 as, based on the City Engineer's street rating <br />system, it is felt that there may be as much as five years of life left to that <br />street. He also reported that City staff factored in the cost of combining <br />the improvement of Reidmond with the Dianna Lane improvement, and <br />given the use of a per unit assessment due to the many odd shaped lots in <br />this area, the cost would actually increase by approximately $250 for each <br />Dianna Lane lot. The Administrator indicated that it would be staff's <br />recommendation that Reidmond not be included for improvement at this <br />time given the fact that there is still usable life left in that street. The <br />Administrator asked the Council's position on this issue. <br />Blesener asked if Dianna Lane and Reidmond Street were originally <br />constructed to meet City standards. The City Administrator noted that <br />neither street meets current City standards. Blesener felt that given there <br />is usable life in Reidmond, he did not support an improvement during <br />2011. The rest of the Council agreed. Keis noted that while a share of the <br />cost of an improvement is assessed, the general taxpayers in the City pick <br />up a large share of the cost. Therefore, streets should not be improved <br />until their usable life has been depleted. <br />There was discussion of estimated improvement costs for 2011. The <br />Administrator reported that the Engineer is not sure that bids will be as <br />favorable in 2011 as they have been the past two years. As a result, he is <br />increasing his estimates by 3 The Administrator reported that at the <br />December meeting, the Engineer will present feasibility reports for the <br />2011 improvements as well as a recommendation for 2011 assessment <br />caps. <br />ADJOURN Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2010 -11 -286 ADJOURNING <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0).
