MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 2010 <br />SANITARY <br />SEWER <br />MAINTENANCE <br />POLICY <br />DIANNA <br />LANE AND <br />REIDMOND <br />STREET <br />IMPROVE- <br />MENTS <br />RESOLUTION NO. 2010 -11 -284 APPROVING THE <br />CONTINUATION OF PREMISES PERMIT AT GAS N GO AS <br />REQUESTED BY CANADIAN DAYS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The Public Works Superintendent reported that one of the largest claims <br />incurred by the League of MN Cities Insurance Trust is that of sewer <br />back -ups. As a result, the League is recommending that cities adopt a <br />Sanitary Sewer Maintenance Policy. Cities without such a policy will <br />incur a $2,500 deductible on all sewer back -up claims. There will be no <br />deductible for cities with such a policy. <br />The Superintendent reviewed in detail the draft Sanitary Sewer <br />Maintenance Policy that he has prepared for Little Canada. This policy is <br />based on a model provided by the League. The Policy addresses routine <br />maintenance and inspection goals for sanitary sewer mains, problem areas, <br />and sewer lift stations. It also addresses inflow and infiltration issues, <br />personnel responsibilities and requirements, and required documentation. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2010 -11 -285 ADOPTING THE SANITARY <br />SEWER MAINTENANCE POLICY FOR THE CITY OF LITTLE <br />CANADA AS RECOMMENDED AND SUBMITTED BY THE <br />PUBLIC WORKS SUPERINTENDENT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that neighborhood meetings were <br />recently held for proposed 2011 Improvements. At the neighborhood <br />meeting to discuss the improvement of Dianna Lane, the Dianna Lane <br />residents questioned why Reidmond Street was not being proposed for <br />improvement in 2011. The Administrator indicated that the Dianna <br />Lane property owners felt that including Reidmond may minimize costs as <br />well as would avoid future inconvenience when Reidmond would be <br />improved some time in the future. <br />7 <br />
