Resolution declared adopted. <br />McGraw asked when Comforts of Home planned to start construction. <br />Frisbee indicated that they plan to begin construction either the end of <br />October or the beginning of November. Blesener noted that an answer on <br />the park dedication issue will be needed quickly. The City Administrator <br />reported that he would discuss the issue with the City Attorney and Parks <br />Recreation Director right away including other viable options for the <br />trail. <br />AMENDMENT Mayor Blesener opened the Public Hearing to consider amendments to <br />TO R the Single- Family Residential (R -1) District and the Subdivision <br />DISTRICT Ordinance clarifying property division standards. The Planning <br />Commission recommended approval of the amendments as proposed. <br />SUBDIVISION <br />STANDARDS The City Planner noted that as part of the City's recent Zoning and <br />Subdivision Ordinance revision, increased single family lot standards <br />were developed for R -1 plats receiving preliminary approval after March <br />of 2008. In making the amendment to the R -1 District, reference to <br />existing single family lots and future lots created by simple subdivision <br />was omitted. Therefore, the ordinance amendment proposed will correct <br />the missing references. The Subdivision Ordinance amendment provides <br />for more definition of a simple subdivision. <br />The City Planner indicated that a second issue for consideration is the <br />threshold at which platting requirements are triggered. The ordinance <br />currently allows for the simple subdivision of one lot into two. Three lots <br />ore more would trigger platting requirements. However, in the past <br />platting requirements came into play at four lots or more. The Planner <br />asked if it the Council's consensus on the platting requirement threshold. <br />In discussing this issue, staff was directed to research at what point the <br />threshold was changed from four lots to three as the trigger for platting. <br />Upon receipt of that information, the Council will further discuss this <br />issue. <br />7 <br />
