August 7, 2009 <br />File: 120125E -0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: LITTLE CANADA COMFORTS OF HOME <br />CITY OF LITTLE CANADA <br />Dear Planning Commission: <br />11114111% ASSQ(IflTCS <br />We have reviewed the proposed plan for the Little Canada Comforts of Home <br />development north of County Road B and west of the railroad tracks just south of <br />Highway 36. Based upon our review we would offer the following comments for <br />Planning Commission consideration. <br />Site Plan <br />1. One item the City should be aware of is that the retaining wall proposed south of <br />the building would be constructed on City property and would separate the <br />Comforts of Home facility and the driveway access to the City's lift station. We <br />would recommend that the City only allow the construction of the wall on the City <br />property if the owners agree that future maintenance of the wall and lift station <br />driveway are their responsibility and a maintenance agreement is recorded with <br />the property to bind any future owner to the agreement. <br />2. An access easement should be provided along the main driveway entrance from <br />County Road B to the lift station property to allow access to the driveway. <br />3. We would also recommend a lockable gate be installed across the lift station <br />access driveway to close the driveway to the general public. <br />Grading Plan <br />1. There are several walls over 4 feet in height proposed for the site. Plans, signed <br />by a licensed engineer, will need to be submitted for the walls. The wall designer <br />should be made specifically aware of the location of the infiltration practice to the <br />retaining wall. <br />2. Emergency overflow routes should be designated on the grading plan for all low <br />points. If emergency overflow routes are over retaining walls protection of the <br />walls should be addressed in the wall plans. <br />3.
