Planning Commission <br />August 7, 2009 <br />Page Two <br />4. The catchbasin in the lift station driveway should be moved to the south out of <br />the driveway. <br />5. Insulation should be used between the storm sewer outlet pipe and the existing <br />forcemain to protect against freezing. <br />6. The developer should review the Jackson street right -of -way vacation to <br />determine if utility rights still exist allowing the installation of the storm pipe outlet <br />proposed or if additional easements will be necessary. <br />Utility Plan <br />1. The sanitary sewer service should be reduced to a 6 -inch line or a manhole will <br />need to be constructed at the connection to the mainline sewer, An easement <br />will need to be granted for the sanitary sewer crossing the City owned property. <br />2. The developer should provide sewage flow estimates so that the City can <br />determine if any modification will be needed to the existing lift station pumps. <br />3. No 90 degree bends are allowed in a service line. <br />4. The domestic water and fire service for the building must have individual shut off <br />valves outside the building. These shut off valves must be in a location <br />accessible by City personnel (i.e. contained within a drainage and utility <br />easement or public right -of -way). <br />5. The existing hydrant that is noted for relocation near County Road B should be <br />replaced with a new hydrant and valve. <br />Other Comments <br />1. Storm water calculations should be provided for review and approval. <br />2. Due to the amount of disturbance, a Ramsey Washington Metro Watershed <br />district permit will be needed. A copy of the permit should be provided to the City <br />along with a copy of the maintenance agreement for the underground infiltration <br />practice. <br />3. The ultimate discharge for the stormwater is a pond on Mn /DOT property. <br />Mn /DOT approval of the stormwater plan should be provided to the City. <br />The comments above are based on the general site plan provided for review. If the <br />project moves forward more detailed plans would need to be submitted for review and <br />approval to the City and other permitting agencies.
