E. PAYNE AVENUE <br />Based on the condition of Payne Avenue and the improvements that were last <br />completed on the street, a combination of two improvement methods is <br />proposed. The area from the powerlines to County Road D that received a full <br />reconstruction in 1990 will receive a 2" milling of the bituminous wear surface and <br />overlay. The areas south of the powerlines that was mostly only overlaid in 1990 <br />will receive full depth mill or bituminous removal, test rolling, subgrade correction <br />where needed, and two new lifts of bituminous. Curb and gutter that is damaged <br />or has poor drainage characteristics will be removed and replaced. <br />At the time of the informational meeting no storm sewer improvements were <br />proposed, however review of the system by Public Works staff has shown a need <br />for some storm sewer and sanitary sewer improvements. Most of the work is <br />limited to casting and ring replacement work on the manholes, however there are <br />two storm structures south of Allen Avenue that are in need of replacement. <br />These two existing structures are high capacity inlets, but it is being proposed to <br />replace them with 4 standard inlets, which will allow for fewer maintenance <br />issues in the future. <br />VIII. RIGHT -OF -WAY EASEMENTS <br />The City may need to acquire waivers of trespass and /or drainage and utility easements <br />for grading work and constructing the rainwater gardens if there is not sufficient room <br />within the rights -of -way to do so. A waiver of trespass allows entry by City personnel <br />and its agents, the Contractor, and subcontractors onto private property for the purpose <br />of inspection and other construction related work only during the duration of the project. <br />In the past the City has requested approval from residents to construct a rain garden in <br />front of their property or on their property. The City has only required verbal approval <br />and no documentation of the acceptance of a rain garden has ever been obtained. <br />However, there were two rain gardens last year that were started and then abandoned <br />and removed due to residents changing their mind regarding their commitment to the <br />installation and maintenance of a rain garden. We would ask that Council provide <br />direction on if a verbal approval is sufficient or if a signed form authorizing the garden be <br />required from residents. <br />IX. PERMITS <br />Some residents along the street have expressed a need for more extensive <br />storm sewer system improvements due to past flooding in the area of the two <br />inlets south of Allen Avenue. In review of the system and the proposed street <br />improvements we would recommend delaying more extensive improvements to <br />the system until the street is in need of full reconstruction. <br />A National Pollutant Discharge Elimination System (NPDES) permit will be needed due <br />to the disturbance size of more than one acre of land along with a permit from the <br />Ramsey Washington Metro Watershed District.
