NEIGHBORHOOD MEETING MINUTES
DIANNA LANE
MONDAY, NOVEMBER 15, 2010
8:00 P.M.
The City Administrator welcomed those present to the neighborhood meeting regarding
the reconstruction of Dianna Lane from County Road B2 to the end of the street. See
sign -in sheet for those in attendance.
The City Administrator introduced himself, Mr. Joel Hanson, Mr. Lee Elfering, City
Engineer of Elfering Associates, and Mr. Bill Dircks, Public Works Superintendent.
The City Administrator explained the neighborhood meeting process whereby the City
provides residents of the proposed construction area with the basic information, obtains
their input on the nature of the project, and then decides how to proceed from there.
At this point, the City Engineer, Mr. Elfering, reviewed the handout material (copy
attached) with those who were present. He explained in detail existing conditions and the
proposed improvements. Mr. Elfering indicated that the proposed improvement as it
stands now would reconstruct Dianna Lane from County Road B2 to the end, of the road.
The existing street would be excavated and a new sub -grade would be added. New curb
and gutter and asphalt would be laid to re- establish a crown in the road and improve
drainage. The existing storm sewer system would be upgraded to current standards and
rain water gardens would be added to aid in storm water and runoff drainage. He stated
that he would attempt to minimize the pavement area in the first cul -de -sac by converting
a portion of it to in infiltration practice. He also discussed potentially eliminating the
raised island in the second cul -de -sac or converting it to a depressed rain garden. Mr.
Elfering gave a brief explanation of the new Watershed District rules on infiltration of the
first inch of rainfall.
Mr. Elfering then explained the City's Assessment Policy, a proposed construction
schedule, and potential construction issues that have occurred in the past.
At the conclusion of Mr. Elfering's presentation, the residents were asked for comments
or questions regarding anything that had been presented. The following is a summary of
that discussion:
A resident asked if the project timeframe was twelve -to- sixteen months. Mr.
Elfering replied that the work would be substantially done by October /November
2011. The neighborhood would not be torn up for the entire summer. Once the
contractor starts work he has a certain number of days to complete the project.
Mr. Elfering estimated that timeframe to be two months on Dianna Lane.
A resident asked what the interest rate would be for financing the assessments.
Mr. Elfering stated it was 5% last year and that it is based on bond rates so he
wasn't sure yet what the rate would be in 2011. The City Administrator added
36
