NEIGHBORHOOD MEETING MINUTES <br />ASPEN CIRCLE <br />MONDAY, NOVEMBER 15, 2010 <br />6:30 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the proposed mill and overlay project on Aspen Circle. See sign -in sheet for those in <br />attendance. <br />The City Administrator introduced himself, Mr. Joel Hanson, Mr. Lee Elfering, City <br />Engineer of Elfering Associates, and Mr. Bill Dircks, Public Works Superintendent. <br />The City Administrator explained the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed. <br />At this point, the City Engineer, Mr. Elfering, reviewed the handout material (copy <br />attached). with those who were present. He explained in detail existing conditions and the <br />proposed improvements. Mr. Elfering indicated that the proposed improvement involved <br />milling off 1.5" of the existing bituminous surface and paving a new bituminous overlay <br />over the top. He also proposed to replace curb and gutter where it was severely damaged <br />or holding a significant amount of water. <br />Mr. Elfering also proposed to replace the curb at all driveway entrances to reduce the <br />severe angle from the road to the driveway. Residents would have to modify their <br />driveways to match the lowered curb at their own cost. If they chose not to modify their <br />driveway the curb would not be replaced and they would receive a credit to their <br />assessment for the cost of the curb work. <br />Mr. Elfering estimated the cost of the project to be $112,000 based on similar work we <br />have performed in the past few years. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />A resident asked what involvement the City had when the street first went in and <br />why the driveway entrances were so steep. Mr. Elfering said that surmountable <br />curb has come a long way since Aspen Circle was built. [t is used in new <br />developments when developers are unsure where driveways will be located. The <br />City Administrator added that the City has standards now for surmountable curb <br />but they were not in place back then and the City did not police curb installation <br />like it does now. <br />it was asked if repairing the street would help soften the driveway entrances. Mr. <br />Elfering replied that it would not soften the curb since the pavement would be <br />matched to the existing curb line. <br />41 <br />
