NEIGHBORHOOD MEETING MINUTES
JESSICA COURT
MONDAY, NOVEMBER 15, 2010
7:15 P.M.
The City Administrator welcomed those present to the neighborhood meeting regarding
the proposed mill and overlay project on Jessica Court. See sign -in sheet for those in
attendance.
The City Administrator introduced himself, Mr.. Joel Hanson, Mr. Lee Elfering, City
Engineer of Elfering Associates, and Mr. Bill Dircks, Public Works Superintendent.
The City Administrator explained the neighborhood meeting process whereby the City
provides residents of the proposed construction area with the basic information, obtains
their input on the nature of the project, and then decides how to proceed.
At this point, the City Engineer, Mr. Elfering, reviewed the handout material (copy
attached) with those who were present. He-explained in detail existing conditions and the
proposed improvements. Mr. Elfering indicated that the proposed improvement involved
milling off 1.5" of the existing bituminous surface and paving a new bituminous overlay
over the top. He proposed a full depth mill and replacement of gravel and base material
at areas of severe alligator cracking that appear unsound after milling. He also proposed
to replace curb and gutter where it was severely damaged.or holding a significant amount
of water.
Mr. Elfering estimated the cost of the project to be $65,000 based on similar work we
have performed in the past few years.
Mr. Elfering then explained the City's Assessment Policy, a proposed construction
schedule, and potential construction issues that have occurred in the past.
At the conclusion of Mr. Elfering's presentation, the residents were asked for comments
or questions regarding anything that had been presented. The following is a summary of
that discussion:
A resident asked if there was a deferred assessment available to senior citizens.
The City Administrator answered that there were assessments available if certain
income requirements were met.
i
The City Administrator stated that the City could bid the project and bring the
neighborhood back in once prices were known. He added that the City can't put
off the work too long but another year shouldn't be a problem.
A resident mentioned that during the Aspen Circle discussion there was talk of
crack depth and reflective cracking. Mr. Elfering responded that there will be
some reflective cracking on Jessica Court but felt it was a good candidate a milt
and overlay project.
46
