NEIGHBORHOOD MEETING MINUTES <br />PAYNE AVENUE <br />MONDAY, NOVEMBER 15, 2010 <br />7:30 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting regarding <br />the proposed mill and overlay project on Payne Avenue. See sign -in sheet for those in <br />attendance. <br />The City Administrator introduced himself, Mr. Joel Hanson, Mr. Lee Elfering, City <br />Engineer of Elfering Associates, and Mr. Bill Dircks, Public Works Superintendent. <br />The City Administrator explained the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed. <br />At this point, the City Engineer, Mr. Elfering, reviewed the handout material (copy <br />attached) with those who were present. He explained in detail existing conditions and the <br />proposed improvements. Mr. Elfering indicated that the proposed improvement involved <br />removing all blacktop from areas that were overlaid in 1990, grading the gravel to re- <br />establish a crown, correcting any soft sub grade, and paving two new 2" lifts of asphalt. <br />The portion of the road that was completely rebuilt in 1990 would be edge- milled and <br />overlaid. He also proposed to replace curb and gutter where it was severely damaged or <br />holding a significant amount of water. <br />Mr. Elfering estimated the cost of the project to be $285,000 based on similar work we <br />have performed in the past few years. <br />Mr. Elfering then explained the City's Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br />At the conclusion of Mr. Elfering's presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br />A resident asked if the project would include work on the catch basins near Allen <br />Avenue. He also stated that there is a ten -inch pipe that conveys water from the <br />backyards to the Payne storm sewer system that may need attention. Mr. Elfering <br />indicated that he would evaluate the pipe and the structures and determine what <br />work would need to be done if the project were to move forward. <br />A resident commented that the City should look at adding catch basins to take the <br />burden off of the existing single set of catch basins currently in- place. He added <br />that the house at 2985 Payne has had water running in the house during storms in <br />the past. Mr. Elfering explained that storm sewer is not typically added on a mill <br />and overlay job due to the digging and disturbance required. He did say that in <br />this case he will look at it but cautioned that the in -place pipes under Payne aren't <br />sized for huge rain events so there may not be much that can be done.
