corridor as part of the Unweave the Weave project so there may be some options <br />to be evaluated for Payne Avenue. <br />A resident mentioned that there was heavy equipment on Payne Avenue last year <br />during the improvement projects performed on other roads in the neighborhood. <br />The City Administrator explained that the City cannot ban trucks from driving on <br />streets in the summer months and added that the trucks were not a factor in the <br />deterioration of the road. <br />A resident asked if the road was reconstructed to a five or seven -ton road in <br />1990. Mr. Elfering replied that it was constructed to a seven -ton standard. <br />It was asked if the project would include rain gardens. Mr. Elfering answered <br />that they were not required on mill and overlay projects but could be <br />implemented if the neighborhood was interested in them. <br />A resident asked if the street and curb profile would remain the same. Mr. <br />Elfering stated that it would stay the same unless a driveway held water. <br />A resident asked what determines if curb is replaced or not. Mr. Elfering <br />responded that curb that was severely cracked or had significant water standing <br />in the gutter would be replaced. He estimated 10% of the curb would be replaced <br />based on recent street projects. He stated that percentage could go up or down <br />depending once the inspector evaluated it. <br />It was asked why the project was being proposed now. Mr. Elfering answered <br />that he was concerned about water getting into the sub grade. If that happens the <br />street would need to be fully reconstructed and the cost would triple. <br />A resident commented that the project seemed to be preventative at this point and <br />doing it now offered a chance at a better deal due to the economy. Mr. Elfering <br />agreed and stated that he believes the street needs to be addressed at this time. <br />A resident commented that the street has only been seal coated once in 20 years. <br />The City Administrator stated that he felt it had been done more than once but <br />staff would check on it. <br />A resident asked how the neighborhood would learn about potential drainage <br />options for the street. The City Administrator replied that Mr. Elfering will do a <br />feasibility report and would let the neighborhood know once he has had a chance <br />to look at it further. <br />The City Administrator discussed going to bid on the project and then bringing the <br />neighborhood back in to accept or reject the bids. He did stress that the City can't <br />wait too long on this project since there is a threat of full reconstruction being <br />necessary. Mr. Elfering added that his price estimate is based on the 2010 projects <br />with a little inflation added in. He didn't expect to see a 40% reduction or a large <br />increase. He did expect prices to go up in 2012 if the project wasn't done in 2011. <br />50 <br />
