Streets with <br />a rating in the range of 91 to 100 would require no maintenance. <br />All pavement ratings within the City were reviewed and revised by the Public Works staff <br />in 2004 to update all street ratings. The streets proposed for improvement were again <br />reviewed by City Staff to provide an estimated current rating <br />II. SCOPE <br />The purpose of this study is to determine the feasibility of reconstructing the one road <br />and rehabilitating the four roads mentioned above, along with any utility improvements <br />and /or repair that may be needed prior to their proposed improvement. This report will <br />include information on the existing conditions, proposed improvements, and estimated <br />costs and property assessments as outlined in the City's Assessment Manual. <br />Estimated construction costs will be provided, along with the total project costs that will <br />include overhead costs, such as City administration, engineering, fiscal, and legal costs. <br />111. HISTORY <br />This is the first time that any of these streets have been proposed for recent <br />improvement. The street proposed for reconstruction, Dianna Lane, was last improved <br />when the City water or sewer service was provided to the area in the early 80's. At that <br />time the street was not improved to an urban standard. <br />The streets proposed for rehabilitation; Aspen Circle, Ontario Road, Jessica Court, and <br />Payne Avenue were all originally constructed to an urban standard with concrete curb <br />and gutter. In general they have all received normal on -going maintenance from the <br />City's Public Works Staff, but are at a point that requires more extensive maintenance. <br />Payne Avenue has a unique history in that it received significant improvement only a few <br />years after its original construction, the details of that improvement are explained in the <br />existing conditions section of the report. The rehabilitation of these streets will allow for <br />protection of the road base and concrete curb and gutter with improvement of the paved <br />surface. <br />IV. NECESSITY AND COST- EFFECTIVENESS <br />The street proposed for reconstruction is within the PCI rating range of 0 to 60, the rating <br />that justifies reconstruction, and show signs of advanced pavement deterioration. <br />Likewise the streets proposed for mill and overlay are within the range of 60 to 80, the <br />rating that justifies rehabilitation.
