All of the street improvements are necessary to provide the residents of these areas with <br />a safe and adequate public transportation system. The proposed improvements will <br />minimize future maintenance costs and the magnitude of the proposed project will <br />ensure competitive bidding. From this standpoint, the project is cost effective. <br />V. EXISTING CONDITIONS <br />A. DIANNA LANE <br />Dianna Lane from County Road B2 to the north was originally constructed in the <br />late 70's and was impacted again in the early 80's when watermain was installed. <br />The street has a fairly constant width of 30 -feet except at the two cul -de -sacs and <br />has rolled bituminous curb. The road, is located within a 60 -foot right -of -way with <br />an 85 -foot radius right -of -way at the first cui -de -sac and a 60 -foot radius at the <br />end cul -de -sac. The street has a total length of approximately 1,900 feet. The <br />Pavement Management rating for the road is 41 out of 100. The pavement rating <br />indicates that the road has deteriorated to a level where it would no longer be <br />cost effective to rehabilitate the street. The only viable option is full <br />reconstruction. <br />An Outlot exists in the Gervais Shores Addition Development that is owned by <br />the Gervais Shores Association. The lot is of sufficient size to allow building <br />under the current City requirements, but documentation has been provided by <br />the Association of a restrictive convenience prohibiting building on the lot and the <br />County's property tax information lists the lots value at around $11,900.00. <br />Based on review of the City records and discussions with long time residents of <br />the area, the lot was set aside as green area and to provide walk -in access to <br />Gervais Lake for all those within the Gervais Shores Development. <br />Representatives of the Association have indicated that membership in the <br />Association is optional and not all homeowners within the development are <br />members. Service stubs were not provided for sanitary sewer or watermain to <br />the Outlot. <br />The small cul -de -sac at the end of Dianna Lane has a center median island that <br />was added after the initial construction of the street. Based on discussions with <br />residents and review of past City meeting minutes the island was added at the <br />request of the residents with abutting property around the cul -de -sac. It also <br />appears that the island was designed and paid for by the residents with City <br />approval. The residents also installed the landscaping within the island. <br />All properties are served with sanitary sewer and watermain along the project <br />length. The storm sewer serving the street consists of 4 catch basins that drain <br />directly into the lake without any treatment. <br />B. ASPEN CIRCLE <br />Aspen Circle was originally constructed in the mid 80's as an urban section. The <br />street is approximately 1,220 feet long with a face -to -face width of approximately <br />30 -feet. As with most developments a form of surmountable curb was used, but <br />7 <br />
