MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 15, 2010 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 15th day of <br />December, 2010 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:45 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. <br />Bill Blesener <br />Ms. <br />Shelly Boss (arr. 6:15) <br />Mr. <br />John Keis <br />Mr. <br />Mike McGraw <br />Mr. <br />Rick Montour <br />ALSO PRESENT: <br />City Administrator <br />City Clerk <br />Mr. Joel R. Hanson <br />Ms. Kathy Glanzer <br />PERFORMANCE Mayor Blesener indicated that the format for this year's performance <br />EVALUATION — evaluation of the City Administrator will be different from that of <br />CITY previous years. Discussion will focus on issues of concern that the <br />ADMINISTRATOR Council might have. <br />McGraw indicated that he is very pleased with the City Administrator's <br />management of City staff and noted that he has a superior knowledge <br />base. His only concern was that the Administrator took on too much and <br />should be delegating more. Blesener indicated that his concern is that the <br />Administrator took on too much and felt there was a need to finish off one <br />big project before moving onto the next. He felt that juggling one or two <br />big items and seeing them to conclusion was better than juggling four or <br />five for an extended period of time. Montour stated that the City is <br />reactive in a lot of things, but did take advantage of opportunities as they <br />present themselves. Montour suggested that maybe the Council was the <br />reason that some things are not concluded. <br />The City Administrator stated that for a city the size of Little Canada and <br />with the limited number of staff, we do a lot of things. The Administrator <br />indicated that the City could do more, but again noted the limited staff and <br />pointed out that cost/benefit is also a consideration. With regard to <br />delegation, the Administrator indicated that he does do a great deal more <br />delegating than when he first started with the City given the current staff <br />
