MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 2010 <br />that is in place. The Administrator noted that all City employees are busy <br />with their various duties, and it would be difficult to expect them to take <br />on more. The Administrator pointed out that his expectations are to carry <br />his share of the workload at the City. <br />McGraw asked about staffing levels and whether additional staff was <br />necessary. The City Administrator again pointed out that the City is <br />staffed lean, but felt that things are being accomplished. There was some <br />discussion about whether there was a need in the area of community <br />development. The Administrator noted that the City has been reactionary <br />in this area, but proactive on taking advantage of opportunities when they <br />present themselves. The relocation of Viking Drive was one example. <br />The Administrator also pointed out that the City has made some staffing <br />changes in that a part -time employee left and was not replaced, and a full - <br />time employee went to part -time consulting status. While the City lost <br />some talent in this regard, Little Canada does do things that most other <br />cities do and more things than cities of similar size do. However, there are <br />still areas that could be expanded upon. The Administrator noted that with <br />regard to community development, this is an area that he likes <br />involvement with. If the City needs additional staffing, the Administrator <br />suggested that the need would be greatest in public works and accounting. <br />He noted, however, that in the current economic climate, adding staff <br />would be a challenge. <br />Keis pointed out the need to plan for the future delivery of services, noting <br />that as employees leave, there may be the opportunity to re- arrange duties, <br />etc. Keis pointed out that the City Administrator provides thought <br />leadership and does a great job for the City. <br />The Administrator pointed out resources that the City uses, such as the <br />Ramsey County League of Local Governments, the League of MN Cities, <br />previous City surveys, and annual goal setting sessions. He pointed out <br />the fact that he is conservative, and felt that the City is very good on the <br />basics. He did note the City's proactive street replacement program and <br />the recent initiation of a fire equipment replacement fund. <br />Montour stated that if the City Administrator enjoyed handling community <br />development issues, he had no problem with that. The Administrator <br />indicated that he enjoys the variety his job affords him. <br />Montour noted that with regard to the completion of projects, he pointed <br />out that while something may fall off the radar for a period of time, it is <br />brought back up and he is updated.
