MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 17, 2010 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 17th day of <br />December, 2010 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 8:00 a.m. and the <br />following members of the City Council were present at roll call: <br />CI"fY COUNCIL: Mayor <br />Mr. <br />Bill Blesener <br />Council Member <br />Mr. <br />John Keis <br />Council Member <br />Mr. <br />Mike McGraw <br />Council Member <br />Mr. <br />Rick Montour <br />ABSENT: Council Member <br />Ms. <br />Shelly Boss <br />ALSO PRESENT: City Administrator <br />Mr. <br />Joel R. Hanson <br />City Clerk <br />Ms. <br />Kathy Glanzer <br />PUD PERMIT Mayor Blesener opened the Public Hearing to consider a re- approval of <br />SUITES a PUD Permit allowing the development of an assisted living and memory <br />LIVING care community consisting of approximately 52 private apartment units <br />for Suites Living (formerly Comforts of Home) on property located on <br />County Road B. It was noted that previous approval was granted on <br />August 26, 2009 and has since lapsed. <br />Mr. Rufino Lorenzo, Suites Living, reported that the proposal has not <br />changed. The project will be a two -level building consisting of 52 units. <br />Updated Watershed and MN DOT permits are being obtained. All <br />conditions will be complied with. Lorenzo noted that one issue needing <br />discussion is the billboard that exists on the property. <br />Blesener noted that there has been some discussion about the method of <br />building construction; specifically that modular construction might be <br />used. Brian Winges, Suites Living, explained the modular construction <br />method, noting that individual building sections would be constructed off - <br />site, assembled on the property, and then the shell of the building would <br />be stick -built around the modular sections. Therefore, the exterior and the <br />footprint of the building would be the same except there the stairwell <br />would extend out from the main body of the building. Winges also noted <br />that the interior offsets of the individual suites room would be eliminated. <br />
