MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 2010 <br />Winges explained that the reason they may consider the modular <br />construction is for financing reasons. The quality of the building would be <br />as good as or better than a total stick -built building. <br />The City Administrator indicated that all building codes would have to be <br />met and this would be verified by the City's Building Inspector. Winges <br />reported that the construction company would likely fly the Building <br />Inspector to the factory to conduct inspections of the modular units as they <br />are constructed. <br />The City Administrator asked if there would be any changes to the <br />building footprint under a modular construction method. Winges replied <br />that there would not except for the issue of the stairwell. Winges <br />submitted a diagram showing what the potential footprint change would <br />be. He indicated that all setbacks would be complied with. Winges <br />further noted that the modular construction is being considered at this <br />time, but it has not yet been decided if it will be used. <br />The Administrator asked the construction start date. Winges replied that <br />dirt work may begin right after the first of the year. <br />Blesener pointed out the City's need for an additional easement for lift <br />station access. Winges replied that they are agreeable to providing that <br />easement as well as keeping the access clean and clear. Blesener asked <br />about the updated MN DOT permit. Rufino replied that MN DOT is <br />modifying the permit and will be issuing it shortly. <br />The Council then discussed the billboard lease, and the City Administrator <br />reported that based on his review of the lease agreement, the agreement <br />extends to 2032. Any termination of the lease would likely be considered <br />a taking and could be very expensive. The Council was agreeable to <br />letting the lease run its course, but stated that no lease renewal would be <br />allowed. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2010 -12 -302 - APPROVING THE RE- ISSUANCE <br />OF PUD PERMIT ALLOWING THE DEVELOPMENT OFAN <br />ASSISTED LIVING AND MEMORY CARE COMMUNITY <br />CONSISTING OF 52 PRIVATE PARTMENT UNITS AS <br />
