As noted above, a determination should be made that the <br />proposed use has been considered in relation to the specific policies and provisions of <br />and has been found to be consistent with the official City Comprehensive Land Use <br />Plan. <br />In consideration of the PUD Permit application, a fundamental question exists whether <br />the interaction of school age children with likely office warehouse and light industrial <br />uses on the same site (and within the same structure) is desirable from a land use <br />standpoint. <br />The subject site lies in an area (along Country Drive) characterized by office warehouse <br />uses. According the Land Use plan, no changes to the current office /office warehouse <br />uses are proposed in the area. Consistent with the directives of the Land Use Plan, the <br />building in question was formerly occupied by office warehouse uses. <br />The Comprehensive Plan also includes policies related to land use. In this regard, the <br />following Comprehensive Plan policies appear to discourage the intermixing of office <br />warehouse and the proposed home school use: <br />1. Maintain a cohesive land use pattern which ensures compatibility and <br />functional relationships among land uses. <br />2. Compatible uses and activities shall be concentrated and clustered into <br />functionally related sub -units of the community. <br />3. Immediate, short -range market potential and demands for activities which <br />are not suggested for a site or area by the Comprehensive Plan or allowed <br />by the Zoning Ordinance shall not be the sole justification for a change in <br />activity. <br />Pick -up Drop -off Activities. As mentioned, the proposed school would <br />accommodate up to 12 autistic children. According to the applicants, children are to be <br />dropped off and picked up daily by their parents or their designee. Some concern exists <br />in regard to such procedures as the existing parking lot is not designed for pick up and <br />drop -off activities from a circulation standpoint. <br />This issue raises further concern in the context of the nature of traffic on the site from <br />future tenants. It is expected that such traffic will consist of commercial and <br />warehousing traffic, including larger trucks. The design of this site requires that <br />commercial vehicles entering the site do not have a separate exit from automotive <br />traffic, thus leading to potential conflicts with the school traffic. While the use in <br />question may be a reasonable one in the district as a general rule, especially if it were <br />to serve as the sole building occupant, it appears that mixing this user with other <br />3 <br />
