MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 10, 2011 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 10th day of <br />January, 2011 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />City Clerk Ms. Kathy Glanzer <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the improvement <br />2011 -01 of Ontario Road from County Road D south to the end by full depth mill <br />ONTARIO and overlay of bituminous road surface as well as repair /replacement of <br />ROAD damaged concrete curb and gutter. <br />(Cty. D to <br />end) The City Engineer reviewed the existing road conditions and the proposed <br />improvement which would consist of a full mill of the existing pavement, <br />paving of two new bituminous lifts, and replacement of curb and gutter <br />that is damaged or holding significant water. He noted that there may be <br />some subgrade correction necessary in the worst areas of deterioration. <br />The Engineer also indicated that the city is proposing the replacement of <br />curb in the front of driveways to improve driveway access at a cost to be <br />shared by the property owner and the City. Replacement of this curb <br />section would also require residents to replace a portion of their driveway <br />at their own cost to blend the driveway with the new curbing elevation. <br />The Engineer estimated the proposed project cost at $54,500.00. He <br />indicated that the city has received very competitive bids the last three <br />years due to aggressive contractor competition. He expected bids to be <br />competitive again this year, although noted that higher oil costs may <br />impact bid prices. <br />
