MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />The Engineer then reviewed the City's Assessment Policy noting that the <br />cost of a mill and overlay project is shared equally between the City and <br />property owner. He noted, however, that the cost of storm sewer repairs is <br />not assessed to property owners, but paid by the City. The Engineer <br />estimated that the total amount to be assessed against Ontario Road <br />properties is $26,000, and pointed out that a per unit assessment method is <br />being proposed. <br />The City Engineer then reviewed assessment payment methods which <br />include payment of the assessment in full or part by the property owners <br />with no interest within 30 days of adoption of the assessment. Property <br />owners can also have their assessment certified to Ramsey County for <br />collection with property taxes. Those assessments would be spread over a <br />10 year period. Interest would be charged, with the Engineer noting that <br />the interest rate for 2010 assessments was 5 I -Ie anticipated that the rate <br />would be slightly higher for 2011 assessments certified to property taxes. <br />The Engineer then reviewed the proposed project schedule as well as <br />construction issues. <br />The City Administrator recommended that the City Council order the <br />improvement at this time. Should bids substantially exceed the City <br />Engineer's estimate, the bids can be rejected and the project delayed. <br />It was noted that there was no one from the general public present wishing <br />to comment on this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -1 -5 ORDERING IMPROVEMENT NO. <br />2011 -01, ONTARIO ROAD FROM COUNTY ROAD D TO SOUTH <br />END, AND AUTHORIZING THE CITY ENGINEER TO PREPARE <br />PLANS AND SPECIFICATIONS FOR THIS IMPROVEMENT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMP. NO.
