MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />The Engineer then reviewed in detail the proposed improvements which <br />consist of a reconstructed 28 -foot urban section street with barrier concrete <br />curb and gutter. The section of street from 3 -2 to Reidmond, however, <br />would have concrete curb and gutter added and a new bituminous wear <br />surface. The existing storm drainage system would be extended to the <br />south, if possible. Storm water treatment will need to be added and is <br />proposed to be completed with the installation of rainwater gardens where <br />practical. If a sufficient number of gardens are not obtained, then <br />treatment structures will need to be used. The Engineer explained <br />rainwater gardens in detail. He encouraged those present who might be <br />interested in a rainwater garden to indicate so on the sign -in sheet. He <br />indicated that an informational meeting would be held later on rainwater <br />gardens. <br />The Engineer estimated the proposed project cost at $698,000.00. He <br />indicated that the city has received very competitive bids the last three <br />years due to aggressive contractor competition. He expected bids to be <br />competitive again this year, although noted that higher oil costs may <br />impact bid prices. <br />The Engineer then reviewed the City's Assessment Policy noting that a <br />per unit assessment is proposed for equity, except for corner lots with only <br />side frontage on the project. He indicated that two proposed assessment <br />rolls are included in the hand -out, one proposing the assessment of the <br />outlot within the Gervais Shores Addition, and the other dividing the <br />equivalent of the outlot assessment between the 25 lots that Addition. He <br />noted that the cost of storm sewer repairs is not assessed to property <br />owners, but paid by the City. The Engineer estimated that the total <br />amount to be assessed against Dianna Lane properties is $200,516.94. <br />The City Engineer then reviewed assessment payment methods which <br />include payment of the assessment in full or part by the property owners <br />with no interest within 30 days of adoption of the assessment. Property <br />owners can also have their assessment certified to Ramsey County for <br />collection with property taxes. Those assessments would be spread over a <br />10 year period. Interest would be charged, with the Engineer noting that <br />the interest rate for 2010 assessments was 5 He anticipated that the rate <br />would be slightly higher for 2011 assessments certified to property taxes. <br />The Engineer then reviewed the proposed project schedule as well as <br />construction issues. <br />The Engineer then asked for questions from the general public. <br />11 <br />
