MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />A property owner noted the soft areas along the south end of Payne <br />Avenue. The Engineer reported that the street would be test rolled and <br />additional base will be added to any soft areas before repaving occurs. <br />One owner asked if fabric would be installed. The Engineer indicated that <br />there are dollars budgeted for some fabric, but not for the entire street. <br />Blesener asked how many property owners were in favor of the <br />improvement. All property owners present indicated their support for the <br />project. <br />Montour noted that once bids are received, if the low bid is too high, it <br />would be rejected and the project would then be revisited. Keis noted that <br />if the bids are favorable, the project would proceed. <br />There was no one else from the general public present wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -1 -8 ORDERING IMPROVEMENT NO. <br />2011 -04, PAYNE AVENUE, AND AUTHORIZING THE CITY <br />ENGINEER TO PREPARE PLANS AND SPECIFICATIONS FOR <br />THIS IMPROVEMENT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the public hearing to consider the improvement <br />2011 -05 of Dianna Lane by road reconstruction, concrete curb and gutter, and <br />DIANNA drainage enhancements. <br />LANE <br />The City Engineer reviewed the project history, noting that the street is 30 <br />foot wide with rolled bituminous curb and gutter. There is 60 feet of <br />right -of -way with cul -de -sacs consisting of 85 foot and 60 foot radii. The <br />street from County Road B -2 to Reidmond Avenue was improved in 1999 <br />with the B -2 Project and is in fairly good condition although it has a <br />bituminous curb. The remainder of Dianna Lane is deteriorated with <br />patching, cracking, and rutting. All properties except for the outlot are <br />served with water main and sanitary sewer. There are four storm sewer <br />inlets in the street. <br />10 <br />
