MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />island in at their own expense. The City Administrator reported that the <br />island makes snowplowing as well as access to the City's lift station more <br />difficult. Desai indicated that the property owners in the area wish to see <br />the island retained, and noted that the City uses this island for snow <br />storage. The City Engineer suggested that one option would be a <br />modification changing the island to a rainwater garden. <br />One property owner asked for dimensions needed for rain water gardens. <br />The City Engineer estimated the gardens at 10 to 15 feet wide and 15 to 20 <br />feet long. I- Iowever, the shape of the garden can be adjusted to fit the area <br />and would be placed within road right -of -way. ideally, there should be a <br />rain water garden every 300 feet or so. <br />One property owner was concerns that modifications to the existing cul- <br />de -sacs would make it more difficult for school buses to maneuver. The <br />City Engineer indicated that he would analyze turning movements on any <br />proposals he may make. <br />Blesener indicated that if the project proceeds, the City Engineer would <br />draft plans and specs and review them with he property owners. <br />Desai again expressed concern with modifications to the island in the <br />second cul -de -sac. He also suggested that the City do a rain water garden <br />on the outlot in exchange for the assessment of that outlot. The City <br />Administrator suggested that that may be an option. <br />One property owner asked about the disturbance of sprinkler systems. The <br />City Engineer reported that the project inspector would ask that property <br />owners mark sprinkler heads so that the contractor could salvage them and <br />reuse them in replacing any portions of sprinkler systems that are <br />disturbed. <br />Another property owner asked about the disturbance of landscaping along <br />the street. The City Engineer reported that any landscaping within the <br />right -of -way may be lost. Property owners would have an opportunity to <br />save plantings if they so desire. Trees within the right -of -way that are lost <br />to the project would likely not be replaced. The City Engineer reported <br />that all of these issues would be part of the project design process, and <br />would be reviewed with the property owners at the design review meeting. <br />There was additional discussion on the issue of barrier versus <br />surmountable curbing, and those present indicated their preference for <br />barrier curbing. <br />13 <br />
