MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />competitive again this year, although noted that higher oil costs may <br />impact bid prices. <br />The Engineer then reviewed the City's Assessment Policy noting that the <br />cost of a mill and overlay project is shared equally between the City and <br />property owner. He noted, however, that the cost of storm sewer repairs is <br />not assessed to property owners, but paid by the City. The Engineer <br />estimated that the total amount to be assessed against Jessica Court <br />properties is $32,500, and pointed out that a per unit assessment method is <br />being proposed. <br />The City Engineer then reviewed assessment payment methods which <br />include payment of the assessment in full or part by the property owners <br />with no interest within 30 days of adoption of the assessment. Property <br />owners can also have their assessment certified to Ramsey County for <br />collection with property taxes. Those assessments would be spread over a <br />10 year period. Interest would be charged, with the Engineer noting that <br />the interest rate for 2010 assessments was 5 He anticipated that the rate <br />would be slightly higher for 2011 assessments certified to property taxes. <br />The Engineer then reviewed the proposed project schedule as well as <br />construction issues. <br />The Engineer then asked for questions from the general public. <br />A property owner asked about the reappearance of cracks once the mill <br />and overlay is completed. The City Engineer indicated that surface cracks <br />would be corrected by the mill and overlay, but more significant cracks <br />would reappear. Areas that have significant alligator cracking may have a <br />full depth mill and overlay done. Any cracks that reappear would be <br />addressed in the future by crack filling and seal coating. The City <br />Engineer estimated that a mill and overlay of Jessica Court would extend <br />its useful life 15 to 20 years. The street is currently over 20 years old. <br />A property owner asked if the height of manhole covers would be <br />adjusted. The City Engineer replied that they would. He noted that the <br />crown of the street would be re- established which will then provide better <br />sheeting of run -off into the curb line. The Engineer also described the <br />testing process to ensure that the curb line is conveying water to manholes. <br />The property owner indicated that there is one manhole cover that has <br />some movement. The Engineer reported that castings would be adjusted <br />to provide stability. He noted that there is significant separation of the <br />bituminous and the concrete curb along most of the street, which will be <br />corrected by the mill and overlay. The Engineer also stated that this <br />project will not necessarily prevent future movement of manholes. <br />6 <br />
