MINUTES <br />CITY COUNCIL <br />JANUARY 10, 2011 <br />The City Engineer again stated that if the road is not improved now, it will <br />be in the near future and it will be likely to cost more at that time. He also <br />noted that a lot will depend on the severity of the freeze /thaw cycle and <br />the impact that will have on the street condition. <br />A property owner asked what type of maintenance the City would do on <br />Aspen Circle in 2011 if the project does not proceed. The City Engineer <br />indicated that there would be normal maintenance done such as any <br />necessary patching. However, seal coating is not planned. <br />There was additional discussion on the proposed improvement, as well as <br />the competitive bidding market, and the fact that the City has had multiple <br />bidders for improvements the last two years. Some property owners <br />present continued to express the position that the street improvement was <br />not warranted at this time. At this point the Council asked for a show of <br />hands in support of the project. Approximately 4 property owners raised <br />their hands in support, while 10 property owners indicated they did not <br />support the improvement at this time. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by McGraw, seconded by Boss, the public hearing was <br />closed. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -1 -6 DENYING IMPROVEMENT NO. <br />2011 -02, ASPEN CIRCLE <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Blesener opened the public hearing to consider the improvement of <br />2011 -03 Jessica Court by mill and overlay of bituminous road surface as well as <br />JESSICA concrete curb and gutter repair and /or replacement. <br />COURT <br />The City Engineer reviewed the existing road conditions as well as the <br />proposed improvement which consists of a mill and overlay of the entire <br />length of roadway and repair and /or replacement of damaged curb <br />The Engineer estimated the proposed project cost at $68,000.00. He <br />indicated that the city has received very competitive bids the last three <br />years due to aggressive contractor competition. He expected bids to be <br />5 <br />
