MINUTES PLANNING COMMISSION JANUARY 13, 2011 therapy businesses operating one at Shawnee Soapmaker on Little Canada Road and one in the former Temo building on Country Drive. Duray asked if background checks were performed on massage therapists. The City Clerk reported that they were, and the background check on Shu Qin Xu was satisfactory. Knudsen asked the hours the business would be open. Wang replied that it would be open 7 days per week from 10 a.m. through 9 p.m. Barraclough recommended approval of the PUD Permit for massage therapy business at 2865 Middle Street, Asian Massage, Shu Qin Xu, subject to compliance with the recommendations of the City Planner and all Code requirements. Motion seconded by Hall. Motion carried 7 0. AMEND The City Planner reported that the City of Roseville recently dealt with ZONING a request to locate an asphalt plant in their city. This request was denied CODE by the City of Roseville. As a result, there was concern expressed that ASPHALT such a request could be forthcoming to Little Canada, and City staff was PLANTS, directed to review current Code language. The City Planner presented a ETC. proposed Code amendment which would specifically prohibit such uses. This prohibition would extend to both the I -1 and I -P Zoning Districts. Duray asked about the Fra -Dor operation on Country Drive. The City Planner noted that Fra -Dor has an Interim Use Permit to do aggregate stockpiling and recycling in the I -2 District. This is the only use that is allowed in 1 -2, and it is only allowed by Interim Use Permit. Barraclough recommended approval of the Amendment to the Zoning Code prohibiting asphalt plants, concrete ready -mix plants, and other aggregate materials processing in both the 1 -1 and I -P Zoning Districts as recommended by the City Planner.
