MINUTES <br />PLANNING COMMISSION <br />JANUARY 13, 2011 <br />therapy businesses operating one at Shawnee Soapmaker on Little <br />Canada Road and one in the former Temo building on Country Drive. <br />Duray asked if background checks were performed on massage therapists. <br />The City Clerk reported that they were, and the background check on Shu <br />Qin Xu was satisfactory. <br />Knudsen asked the hours the business would be open. Wang replied that it <br />would be open 7 days per week from 10 a.m. through 9 p.m. <br />Barraclough recommended approval of the PUD Permit for massage <br />therapy business at 2865 Middle Street, Asian Massage, Shu Qin Xu, <br />subject to compliance with the recommendations of the City Planner and <br />all Code requirements. <br />Motion seconded by Hall. <br />Motion carried 7 0. <br />AMEND The City Planner reported that the City of Roseville recently dealt with <br />ZONING a request to locate an asphalt plant in their city. This request was denied <br />CODE by the City of Roseville. As a result, there was concern expressed that <br />ASPHALT such a request could be forthcoming to Little Canada, and City staff was <br />PLANTS, directed to review current Code language. The City Planner presented a <br />ETC. proposed Code amendment which would specifically prohibit such uses. <br />This prohibition would extend to both the I -1 and I -P Zoning Districts. <br />Duray asked about the Fra -Dor operation on Country Drive. The City <br />Planner noted that Fra -Dor has an Interim Use Permit to do aggregate <br />stockpiling and recycling in the I -2 District. This is the only use that is <br />allowed in 1 -2, and it is only allowed by Interim Use Permit. <br />Barraclough recommended approval of the Amendment to the Zoning <br />Code prohibiting asphalt plants, concrete ready -mix plants, and other <br />aggregate materials processing in both the 1 -1 and I -P Zoning Districts as <br />recommended by the City Planner. <br />Motion seconded by Murphy. <br />Motion carried 7 0. <br />-8- <br />
