MINUTES <br />PLANNING COMMISSION <br />JANUARY 13, 2011 <br />PUD PERMIT <br />FOR MASSAGE <br />THERAPY <br />BUSINESS <br />2864 MIDDLE <br />STREET <br />SHU QIN XU <br />Duray asked about the City's enforcement ability if the PUD Permit is <br />approved and it subsequently receives complaints about the school. The <br />City Planner indicated that the City has the ability to revoke PUD Permits <br />should it be justified to do so. <br />Knudsen recommended approval of a PUD Permit to allow a rehabilitation <br />center (home school academy for children with autism) at 2905 Country <br />Drive as proposed by Dynamic Connections subject to the following: <br />Maximum of 15 students allowed; <br />No curriculum that is focused on outdoor activities; <br />The designation of specific parking spots to the school for the use <br />of dropping off and picking up students; <br />The installation of signage prohibiting parking or waiting in the <br />drive aisle area; <br />Submission of a site plan showing the designated parking area for <br />the school. <br />Motion seconded by Pechmann. <br />Motion carried 7 0. <br />Jim Wang, interpreting for Shu Qin Xu, appeared before the <br />Commission requesting a PUD Permit for a massage therapy <br />business to be located at 2864 Middle Street. Wang reported that Shu <br />Qin Xu currently has a massage therapy business in Hopkins and would <br />like to expand into this area. <br />Knudsen asked how many massage therapists would be working at the <br />business. Wang replied that there would be up to three. Knudsen pointed <br />out that the maximum allowed would be three. Hall asked if Shu Qin Xu <br />would work as the business manager or a massage therapist. Wang replied <br />that she would work as both manager and therapist. Knudsen asked the <br />type of massage therapy that would be provided. The City Clerk reported <br />that Shu Qin Xu's training is in general massage, acupressure and shiatsu. <br />Duray asked about the City's limit on massage therapy businesses. The <br />City Planner indicated that the Code limits the number of massage therapy <br />businesses to three as well as the maximum of three therapists working at <br />the business.
