MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2011 <br />Blesener asked if students would be coming from the public school <br />setting. Worrell replied that they will. Dynamic Connections will <br />function as a home school academy or a tutoring service. Parents will <br />register their children as being home schooled and will take responsibility <br />for their education. Keis asked if the school would operate year round. <br />Worrell reported that the school will operate 4 days per week from <br />September through May, will be open 3 days per week for 3 weeks in June <br />and August, and will be closed during July. <br />Blesener noted that there was no space for outside activities for the <br />children. Worrell reported that the 3,000 square foot space is large enough <br />with an open area to provide room for indoor physical activities for the <br />children. Families would also be encouraged to see outdoor opportunities <br />for their children outside of school. <br />Keis stated that ideally he would see this school in a different location. <br />Worrell reported that the school is in its beginning stages, and this location <br />makes sense for them at this time. Worrell reported that she is an <br />occupational therapist and felt there were a lot of ways that physical <br />activities could be provided for the children. Leanne Mairs is a social <br />worker, and a teacher and paraprofessional support would also be hired. <br />McGraw asked if there were any State licensing requirements that would <br />have to be met for the rehab center. Worrell reported that they do not feel <br />the rehab center label was appropriate for the school, again noting that <br />they are essentially a tutoring services. Worrell reported that she has <br />researched licensing requirements, and there are none. Dynamic <br />Connections will serve as a resource for people who home school their <br />children. <br />McGraw asked if Dynamic Connections is not classified as a rehab center, <br />if there was any State licensing required. Worrell replied that there is not. <br />McGraw asked who would have jurisdiction over this home school <br />academy if there are not licensing requirements. The City Planner noted <br />that the City has to determine whether or not this use fits within the zoning <br />for the property in question. If the PUD Permit is approved and the City <br />receives complaints about the business, those complaints would he <br />handled in the same manner as complaints against any business. The <br />Planner noted that land use regulations allow the City to address public <br />safety, health, and welfare concerns. I -le also noted that the City has <br />authority under the fire code relative to concerns of that nature. <br />McGraw indicated that the proposed location of the home school academy <br />concerns him and noted that schools are typically located in residential <br />5 <br />
