MINUTES
CITY COUNCIL
JANUARY 26, 2011
neighborhoods that have low traffic volumes. McGraw was concerned
with the safety of children should they get outside the building. He noted
that with the traffic on Country Drive, these children would immediately
be in a dangerous setting.
McGraw asked how many paraprofessionals would be hired in addition to
the one licensed teacher. Worrell reported that there would be one
teacher, two paraprofessionals, and one consultant in the building with the
children at all times. Worrell reported that safety would be a priority for
the school, and noted that any children with risky behaviors would be with
a teacher on a one teacher /two students ratio.
McGraw noted the discussion at the Planning Commission meeting
wherein the owner indicated he would find compatible tenants for the
remainder of the building. McGraw asked if the owner had developed a
plan for the type of tenants he would be looking to attract. Worrell noted
that the two existing tenants are already compatible. McGraw agreed, but
asked about future tenants.
Rich Pakonen, the building owner indicated that he did not feel the
building was a warehouse building, noting that it has no dock areas.
Pakonen envisioned office uses in the building, and indicated that the
building would be marketed as such hoping to attract the medical
community or an insurance agent, for example. McGraw stated that his
concern would be with any user that generates day -time and volume
traffic.
Pakonen felt the location of the building would attract a destination -type
business, with this type of business generally having lesser traffic
volumes. He indicated his intention to be a long -term owner of the
property.
Keis asked how long Dynamic Connections planned to stay in this
building. Worrell reported that the 3,000 square feet available fits their
business model of having 12 to 15 students. She indicated that there plan
would be to expand to cover all four quadrants of the Metro area, and this
location works for them.
McGraw again raised the issue that no licensing is required for this school.
Worrell reported that they researched the licensing issue and talked with
other home school academies and have found no licensing requirements.
Worrell pointed out that the parents utilizing Dynamic Connections are
accepting responsibility for their children's education, and it will be their
responsibility to monitor the home school academy.
6
