MINUTES <br />CITY COUNCIL <br />FEBRUARY 9, 2011 <br />Keis asked if Ramsey County has a similar policy. The Administrator was <br />not sure. I-le noted that the County is self insured, therefore, would not <br />have an insurance company recommending that a policy be adopted. The <br />Administrator indicated that the County tries to fill potholes as quickly as <br />possible, but noted the many miles of County roads that must be <br />maintained. The Administrator indicated that if residents report a pothole <br />to the City and it happens to be on a County road, City staff will inform <br />the County or tell the resident that they can call the County if they wish. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -2 -43 ADOPTING THE POTHOLE <br />REPAIR POLICY AS RECOMMENDED BY THE PUBLIC WORKS <br />SUPERINTENDENT <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TOBACCO Blesener noted the two recent applications for tobacco licenses to <br />LICENSES operate tobacco shops in the City, and pointed out that these tobacco shops <br />exceed the bounds of a typical tobacco shop. Blesener suggested that a <br />moratorium or a limitation be placed on tobacco licenses at this time in <br />order to give the Council a chance to study issues related to varying types <br />of tobacco shops, i.e. hookah shops, etc. <br />The City Administrator reported that he discussed this with the City <br />Attorney whose recommendation is that the City place a limit on the <br />number of tobacco licenses at this time. A study of the issues can be done <br />and the City Attorney would prepare a report for the Council. The <br />Council can review the Attorney's report and make a decision on any <br />ordinance amendments it feels appropriate. The City Administrator <br />reported that the City currently has 12 tobacco licenses. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -2 -44 AMENDING CHAPTER 802 OF THE <br />MUNICIPAL CODE RELATIVE TO TOBACCO PLACING A <br />MAXIMUM LIMIT OF TWELVE TOBACCO LICENSES IN THE <br />CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />1 1 <br />
