Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: March 17, 2011 <br />RE: Dianna Lane Assessment Hearing <br />ULURIN6 RSSO(I41TS <br />There a few items that staff would like to provide some additional information to the City <br />Council prior to the Dianna Lane assessment hearing on March 23r at 6:30. These <br />issues are related to assessments and design considerations that may come up at the <br />meeting. <br />2345 Arcade Street Assessment <br />The first issue is the proposed assessment for 2345 Arcade Street. This lot currently <br />has triple frontage with driveway access to County Road 82 and side yard frontage on <br />Arcade Street to the east and Dianna Lane to the west. As outlined in the City's <br />assessment policy a triple frontage residential lot will be assessed 100% on the side of <br />primary driveway access, 20% on one side and the third side will not be assessed. <br />Arcade Street is a County Road and will likely never receive an assessment, therefore it <br />was determined that the Dianna Lane side should receive the 20% assessment <br />according to the policy, What makes the situation unique is that prior to the Gervais <br />Shores Development the lot was only a corner lot with double frontage on County Road <br />B2 and Arcade and there is a retaining wall along Dianna Lane that makes access from <br />the street more difficult than normal. <br />There is a lot (355 Demont) where a wall exists between a side yard property line and <br />the street making access more difficult from the street to the side yard. That property did <br />receive a 20% assessment for the side yard frontage. Based on the City's current <br />assessment policy and findings of our review, staff is recommending a 20% frontage <br />assessment to the property. <br />Surmountable curb at 2425 Dianna Lane <br />Based on the input of a majority of residents at the public hearing, barrier concrete curb <br />and gutter is proposed on Dianna Lane. The property owners at 2425 Dianna Lane <br />have expressed the opinion that if a surmountable curb is not installed along their <br />property, their access and use of the property will be negatively impacted. Therefore, <br />they have requested surmountable curb be installed along their property. Their request <br />stems from the fact that they clean and /or park their boat with an inboard motor in the <br />boulevard area along the street during certain times of the year. The extent or duration <br />of the parking time has not been expressed, but they have been adamant that the boat <br />cannot be backed up through the driveway opening because of the steep driveway <br />grades.
