the length of their property. <br />From an engineering standpoint, surmountable curb would function along this area. We <br />typically recommend barrier curb at corners to keep traffic in the street and from cutting <br />the corner short. While this property is on a corner, they are on the outside of the corner <br />so this concern is not particularly applicable. The larger and more difficult question is if <br />City ordinance allows parking of a boat in this area of the property and if surmountable <br />curb is installed will the City be specifically accommodating an ordinance violation. The <br />City Code Enforcement Officer will be providing a memo to further address and discuss <br />this ordinance issue. <br />The curb on the project will not be installed until sometime in July of this year, therefore <br />a definite answer to this question is not needed at the assessment hearing. However, if <br />the City Council feels that surmountable curb may be warranted in this case we would <br />recommend that they direct staff to review the site conditions to determine if a real need <br />exists and explore the ordinance impacts of the decision. <br />Street Shift <br />As in nearly all reconstruction projects the initial design assumptions include that the <br />street will be reconstructed in nearly the same location as the existing street to minimize <br />impacts to all areas. However, the individual existing site conditions often require <br />deviation from the assumptions. Attached to this memo is an exhibit showing the <br />existing bituminous street location (shaded area) and the new proposed curb lines. The <br />street was shifted within the existing right -of -way approximately 5 feet from station 8 +50 <br />to station 14 +25. The shift was required because the existing driveways to the <br />southwest of the street were already very steep and once the street was lowered for the <br />addition of curb several of the driveways varied in grades from 15% to over 18 The 5- <br />foot shift will allow all the impacted driveway areas to be installed at 10% or less. The <br />shift, while beneficial for the reduction in driveway grades of the properties to the <br />southwest of the street, does require the removal of some trees and does reduce the <br />boulevard area between the street and the homes to the northeast. The work and <br />improvements are all within the existing street right -of -way so no actual impacts to <br />private property will occur, however some residents may perceive a loss of their property <br />due to the street shift. <br />I will be present at the assessment hearing and can answer specific questions at that <br />time, but felt that Council may find this background information helpful prior to the <br />meeting.
