e. Containers shall be painted to match or be complementary in color to <br />the principal building, and shall be maintained to avoid rusting or other <br />visible deterioration of the container. <br />f. There shall be no storage of hazardous materials, as defined by the <br />zoning ordinance Section 902 of this Ordinance, within any such <br />container. <br />The applicant has identified a total of three shipping containers on the <br />site plan on a parcel of approximately 38,000 square feet in area. The <br />site plan appears to be in compliance with this provision, although detail <br />as to condition and other factors will be an ongoing operational <br />requirement. <br />7. Outdoor storage areas must be kept in an orderly condition, permitting <br />vehicular access to all materials or equipment. Lanes at least ten (10) feet <br />in width shall be required to meet this standard. No portion of the outdoor <br />storage shall be more than fifty (50) feet from any access lane or other <br />drive aisle. The site plan does not detail the layout of the storage — this <br />requirement shall be a condition of approval. <br />8. Except for construction equipment which is stored or parked in its most <br />compact condition, outdoor storage may not exceed eight (8) feet in height <br />as measured from the ground on which it is located. The storage area shall be fenced and fully screened from adjoining non- <br />industrial property, park and trail areas, and public right of way. Where <br />properly fenced and screened, outdoor storage may encroach into the <br />required side or rear yard setback area. The storage area lies primarily to <br />the south of the building. Only a limited exposure to the street is shown, <br />although a portion of this would be gate area, which is not required to <br />be screened. Some landscaping may be necessary as a part of the front <br />fence enclosure area. With this verification, the layout of the site <br />appears that it can meet the requirements of this provision. <br />10. Screening shall consist of masonry walls or fencing constructed of wood <br />or vinyl, as well as landscaping. Metal fencing may be used where <br />landscaping provides a complete year -round screen and is irrigated to <br />ensure survivability in compliance with Section 903.020.F (Fence <br />section). See continents under item 9 above. The chain link fence is for <br />security — not screening. <br />11. Waste or recyclable material shall be contained in a refuse container. All <br />such containers shall be stored within a screened enclosure within the rear <br />yard of the property. The site plan does not detail the location of waste <br />containers — this requirement shall be a condition of approval. <br />12. The storage area shall be paved with asphalt, concrete, or other material <br />approved by the City Council. The City Council has approved storage <br />area of Class V gravel in the past for properties in this area. This <br />condition is met if the Council follows this practice. <br />13. The storage area shall not occupy any space required for conformity to the <br />parking regulations of the Zoning Ordinance. This may be an issue for <br />the site as designed. The site plan shows a 10,000 square foot building <br />with just six parking spaces is front. For a building of this size, with a <br />mix of office, storage, and shop space, we would expect a minimum <br />parking demand of at least 20 parking stalls. The site plan should be <br />
