MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 6, 2025 <br />Pursuant to due call and notice thereof a special meeting of the City Council of Little Canada, <br />Minnesota was convened on the 6th day of October, 2025 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:05 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Fischer, Miller, Kwapick and Gutierrez. Absent: Malone. <br />ALSO PRESENT: City Administrator Bryce Shearen, Public Works Director Bill Dircks, City <br />Engineer Eric Seaburg and City Clerk/HR Manager Heidi Heller. <br />ASSESSMENT HEARINGS FOR IMP. NO.2025-PW39 COUNTY ROAD D <br />Mayor Fischer opened the Assessment Hearings to consider the adoption of special assessments for <br />Improvement No. 2025-PW39 County Road D consisting of full reconstruction with new asphalt <br />paving, new curbs, new trail, and minor/spot improvements to the underground utility systems. <br />The City Engineer explained that this was a Ramsey County improvement project with Little <br />Canada, Vadnais Heights and Maplewood sharing the costs. He reviewed the overall project <br />improvements and showed photos of the street before and after the projects, and the utility work. He <br />noted that this was an urban reconstruction with curb and gutter being installed. <br />The City Engineer stated the final project costs for County Road D are approximately $3,900,000 <br />noting that $87,028 are assessable costs to Little Canada residents. He explained how the <br />assessment amounts for each property were determined and stated that it follows the city's adopted <br />assessment policy. He noted that there were three properties that are on the corner of County Road <br />D and either Maple Leaf Court or Stoneridge Court who received two assessments this year due to <br />both streets being improved. He explained that these properties only received a 20% assessment for <br />the street side with no driveway. <br />The City Engineer then reviewed assessment payment methods which provide for payment (either <br />in full or part) with no interest within the first 30 days after the assessment is adopted or allowing <br />the assessment to be certified against property taxes for collection over a 10-year period with <br />interest. The City Engineer noted that after certification, assessments can be paid off early to the <br />County at any time. He suggested, however, that payments should be made prior to November 15th <br />in the given year, or the County will add the next year's interest to the balance. <br />The City Engineer stated that anyone wishing to object to the proposed assessment must do so in <br />writing at this time. Submitting a written objection will preserve the property owners right to <br />contest the assessment in District Court. There were no written objections received. <br />
