MINUTES <br />CITY COUNCIL SPECIAL MEETING (ASSESSMENT HEARINGS) <br />OCTOBER 6, 2025 <br />There were no attendees in the audience. <br />Upon motion by Kwapick, seconded by Miller, the assessment hearing was closed. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-10-155 — APPROVE ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2025 PW39 COUNTYROAD D AS <br />RECOMMENDED BY CITYENGINEER, SETTING THE INTEREST RATE AT <br />4.85% AND CERTIFYING THE ASSESSMENTS TO RAMSEY COUNTY <br />PROPERTY TAXES FOR 10 YEAR REPAYMENT BEGINNING IN 2026 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0).
