MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 6, 2025 <br />Pursuant to due call and notice thereof a special meeting of the City Council of Little Canada, <br />Minnesota was convened on the 6th day of October, 2025 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:30 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Fischer, Miller, Kwapick and Gutierrez. Absent: Malone. <br />ALSO PRESENT: City Administrator Bryce Shearen, Public Works Director Bill Dircks, City <br />Engineer Eric Seaburg and City Clerk/HR Manager Heidi Heller. <br />ASSESSMENT HEARINGS FOR IMP. NO.2025-PW79 MAPLE LEAF COURT, IMP. NO. <br />2025-PW80 STONERIDGE COURT AND IMP. NO.2025-PW41 NADEAU ROAD <br />Mayor Fischer opened the Assessment Hearings to consider the adoption of special assessments for <br />Improvement No. 2025-PW79 Maple Leaf Court consisting of full depth reclamation with new <br />asphalt paving, spot curb repairs, and minor/spot improvements to the underground utility systems; <br />Improvement No. 2025-PW80 Stoneridge Court consisting of full depth reclamation with new <br />asphalt paving, spot curb repairs, and minor/spot improvements to the underground utility systems; <br />and Improvement No. 2025-PW41 Nadeau Road consisting of full depth reclamation with new <br />asphalt paving, spot curb repairs, and minor/spot improvements to the underground utility systems. <br />The City Engineer reviewed the overall project improvements and showed photos of the street <br />before and after the projects, and the utility work. He noted that that a stormwater pond on <br />Stoneridge Court was also cleaned out during this project. He stated that final costs were much <br />lower than the original estimates, and the assessments are based on final costs. <br />The City Engineer stated the final project costs for Maple Leaf Court are $171,294 noting that <br />$40,480 are assessable costs; the final project costs for Stoneridge Court are $13 8,43 8, noting that <br />$52,922 are assessable costs; and the final project costs for Nadeau are $60,857 noting that $30,181 <br />are assessable costs. He explained how the assessment amounts for each property were determined <br />and stated that it follows the city's adopted assessment policy. He stated that the assessment <br />amounts for each property were included on the notices that were mailed to all property owners <br />ahead of tonight's meeting. <br />The City Engineer then reviewed assessment payment methods which provide for payment (either <br />in full or part) with no interest within the first 30 days after the assessment is adopted or allowing <br />the assessment to be certified against property taxes for collection over a 10-year period with <br />interest. The City Engineer noted that after certification, assessments can be paid off early to the <br />
