MINUTES <br />CITY COUNCIL SPECIAL MEETING (ASSESSMENT HEARINGS) <br />OCTOBER 6, 2025 <br />County at any time. He suggested, however, that payments should be made prior to November 15th <br />in the given year, or the County will add the next year's interest to the balance. <br />The City Engineer stated that anyone wishing to object to the proposed assessment must do so in <br />writing at this time. Submitting a written objection will preserve the property owners right to <br />contest the assessment in District Court. There were no written objections received. <br />There were four attendees in the audience. Tim Dunbar, 3093 Maple Leaf Court, asked why street <br />project costs are not included in his regular property taxes. The City Engineer stated that a few <br />cities do not assess street improvement costs and there are pros and cons to doing it both ways. He <br />explained that the Little Canada City Council has chosen to assess the affected property owners as <br />they are the ones directly benefiting from the street improvements. <br />Jeff Royce, owner of the commercial building at 2885 Country Drive asked how his street frontage <br />is that much more than the property across the street at 2905 Country Drive and requested that it be <br />remeasured. The City Engineer agreed to reassess the north side street frontage amount of 2885 <br />Country Drive. Mr. Royce stated that he is still paying on the Condit Street assessment from 2018 <br />and asked if the Council would consider delaying the start of this assessment until after the current <br />payments are done in 2028. Fischer stated that the Council did allow the deferment of an <br />assessment a few years ago but explained that interest is charged starting at the assessment hearing <br />date so it is not a great financial idea to delay the start of assessment payments. Mr. Royce noted <br />that he will also get a third assessment next year for the Country Drive improvements. <br />Upon motion by Miller, seconded by Gutierrez, the assessment hearing was closed. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-10-152 — APPROVE ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2025 PW79 MAPLE LEAF COURT AS <br />RECOMMENDED BY CITY ENGINEER, SETTING THE INTEREST RATE AT <br />4.85% AND CERTIFYING THE ASSESSMENTS TO RAMSEY COUNTY <br />PROPERTY TAXES FOR 10 YEAR REPAYMENT BEGINNING IN 2026 <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0).
