MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 12, 2025 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 12th day of November 2025 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, <br />Parks and Recreation Director Steve Anderson, Public Works Director Bill Dircks, City Engineer Eric <br />Seaburg, City Clerk/HR Manager Heidi Heller, and Finance Director Sam Magureanu <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-11-168 — APPROVING THE MINUTES OF THE OCTOBER 2, <br />2025 JOINT TA C, COUNCIL, AND PARKS AND RECREATION COMMISSION; THE <br />OCTOBER 6, 2025 ASSESSMENT HEARING FOR 2025 STREET IMPROVEMENT <br />PROJECTS ON STONERIDGE COURT, MAPLE LEAF COURT, AND NADEA U ROAD; <br />THE OCTOBER 6, 2025 ASSESSMENT HEARING FOR 2025 STREET IMPROVEMENT <br />PROJECT ON COUNTYROAD D; AND THE OCTOBER 22, 2025 WORKSHOP, THE <br />OCTOBER 22, 2025 REGULAR MEETING, AND OCTOBER 22, 2025 CLOSED SESSION <br />AS SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator highlighted the upcoming Cookies with Santa event and noted that <br />donations are currently being accepted for coats and toys. <br />Mayor Fischer stated that earlier this afternoon, members of the staff and Council presented the <br />proposed pedestrian bridge project to the Capital Bonding Committee. He commented that it went <br />very well, and the committee seemed to be interested and asked questions. He was hopeful that <br />funding could be included for the project in the Bonding Bill. He recognized the effort that has gone <br />into this project and to prepare for this presentation, thanking everyone who has been working on the <br />project. <br />PUBLIC COMMENT <br />None. <br />CONSENT AGENDA <br />
