Hanson
www.ci.little- canada.mn.us
MEMORANDUM
TO: Mayor Blesener & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: April 8, 2011
RE: Revisions to Rental Housing Licensing Ordinance
Attached is an ordinance amending our City Code dealing with rental housing licensing. The changed
proposed via this amendment are those discussed at our workshop that was held on January 12i1'. They
are as follows:
• Increased license term for four or less units from one year to four years. The initial four -year
term will end June 30, 2013, regardless of when someone obtained a license. This serves to
moderate the license fee costs for owners of these units.
• Provided incentive to obtain 100% inspections of complexes with more than four units whereby
if they inspect 100% of all units, their license term will extend to June 30, 2013. Assuming that
occurs this year, that would save them the $100 per building /$12 per unit charge for one year.
• Implemented penalty provisions for apartments that fail to comply with licensing requirements.
'these changes will require us to reevaluate the program prior to the expiration of licenses on June 30°i,
2013. We will also pursue legislation to enable "provisional licensing" for the next session.
ee: Lisa Peilen, Minnesota Multi Housing Association
1
