Ilunsou <br />Staff has been reviewing the City's Liquor Ordinances and has several updates to propose <br />to the Council. 'these amendments will be discussed at the Information Update to be hekl <br />Wednesday, April 27, 2011 at 6:00 p.m. <br />In acklition to the updates to be discussed at the Info Update, staff is proposing the <br />elimination of the Consumption & Display Permit at this time. As you are aware, a <br />Consumption & Display Permit allows customers to bring their own liquor into an <br />establishment. These customers then typically purchase the mix for their drinks from the <br />establishment. <br />The basis for stall's recommendation is the difficulties that the City experienced with <br />Bangkok Restaurant relative to controls as well as the potential for control problems that <br />are inherent to this license. The Council should also be aware That liquor liability <br />insurance is not required in conjunction with a Consumption & Display Permit. <br />Previous holders of Consumption & Display Permits (Little Canada Rental Hall in the old <br />I,ittle Canada School building and My 1,e lloa Chinese Restaurant) did not pose the <br />problems for the City that Bangkok did. The Council should also be aware that the <br />owner of Tara 13venl I lall has expressed some interest in a Consumption & Display <br />Permit. <br />In surveying the cities of Falcon heights, Maplewood, Roseville, Shoreview, and <br />Vadnais Heights, only Vach)ais Heights has a Consumption & Display Permit. <br />It is staff °s recommendation that the City Code be amended eliminating the Consumption <br />& Display Permit. <br />
