Ilunsou Staff has been reviewing the City's Liquor Ordinances and has several updates to propose to the Council. 'these amendments will be discussed at the Information Update to be hekl Wednesday, April 27, 2011 at 6:00 p.m. In acklition to the updates to be discussed at the Info Update, staff is proposing the elimination of the Consumption & Display Permit at this time. As you are aware, a Consumption & Display Permit allows customers to bring their own liquor into an establishment. These customers then typically purchase the mix for their drinks from the establishment. The basis for stall's recommendation is the difficulties that the City experienced with Bangkok Restaurant relative to controls as well as the potential for control problems that are inherent to this license. The Council should also be aware That liquor liability insurance is not required in conjunction with a Consumption & Display Permit. Previous holders of Consumption & Display Permits (Little Canada Rental Hall in the old I,ittle Canada School building and My 1,e lloa Chinese Restaurant) did not pose the problems for the City that Bangkok did. The Council should also be aware that the owner of Tara 13venl I lall has expressed some interest in a Consumption & Display Permit. In surveying the cities of Falcon heights, Maplewood, Roseville, Shoreview, and Vadnais Heights, only Vach)ais Heights has a Consumption & Display Permit. It is staff °s recommendation that the City Code be amended eliminating the Consumption & Display Permit.
